International Association for Water Law

An international association of lawyers and non-lawyers active in the field of fresh water resources.

AIDA World Water Law Congress

Over its nearly six decades, the International Association for Water Law has held periodic World Water Law Congresses around the globe. These events are intended to create space for professionals from various disciplines—-from law to economics to hydrology who work at the intersection of water law, governance, and policy--to convene, share experiences, promote discussion, and present new knowledge, research results, and developments from around the world. AIDA World Water Law Congresses have been held:
  • 1968 in Buenos Aires, Argentina
  • 1976 in Caracas, Venezuela (organized by AIDA in cooperation with the Venezuelan Government)
  • 1989 in Alicante & Valencia, Spain (organized by AIDA in cooperation with the Spanish Government)

AIDA has also held or cooperated on other water law conferences:
  • 1975 in Valencia, Spain (organized by AIDA in cooperation with the Spanish Government and hosted by the Generalitat Valenciana)
  • 1994 in Rome, Italy (organized by AIDA in cooperation with UNFAO, the Italian National Research Council, and the Italian Ministry of Environment)
  • 2002 in Teslic, Bosnia and Herzegovina (previously Yugoslavia) (organized by AIDA in cooperation with the Yugoslav Association for Water Law)

Congress proceedings were collated and published in Annales Juris Aquarum for the 1976 Venezuela, 1975 Spain, and 1989 Spain congresses.

Between 2011 and 2025, AIDA collaborated on six occasions with the International Water Resources Association to organize a water law track within IWRA World Water Congress program, effectively creating a smaller edition of the AIDA World Water Law Congresses. This occurred:
  • 2011 in Porto-De-Galinhas, Brazil
  • 2015 in Edinburgh, Scotland
  • 2017 in Cancun, Mexico
  • 2021 in Daegu, South Korea
  • 2023 in Beijing, China
  • 2025 in Marrakesh, Morocco

Select papers from the 2011 Brazil, 2015 Scotland, and 2017 Mexico events were collated and published in special issues of the international Journal, Water International. Select papers from the 2021 South Korea and 2023 China events will soon be published in an upcoming special issue of Water International.

In 2026, AIDA will again organize a World Water Law Congress in Oslo, Norway. The event is being organized in collaboration with the University of Oslo, the Norwegian University of Life Sciences, and the Norwegian Institute of Water Research, and will be hosted at the University of Oslo Faculty of Law.
