Council Secretary

Dr. Laura Movilla Pateiro is a Ph.D. Senior Lecturer in Public International Law at the University of Vigo (Spain) and a Research Fellow at the Secretariat of the International Council on Environmental Law (ICEL).

She has developed extensive teaching and research activities in the field of international water law, including two monographs: El Derecho Internacional del Agua: los acuíferos transfronterizos, Bosch Editor, 2014; and La dimensión normativa de la gobernanza internacional del agua dulce, Tirant lo Blanch, 2021.

She is a member of the Transboundary Aquifers Commission of the International Association of Hydrogeologists (IAH-AIH), the Water and Wetlands Specialist Group of the IUCN World Commission on Environmental Law (WCEL),and the Editorial Board of Water International (ISSN: 0250-8060).

In 2021, she was awarded the Water Drop Award from the International Water Resources Association (IWRA). She also has experience as State counsel in transboundary water disputes before the International Court of Justice.
